Norman Thelwell was an English cartoonist well known for his humorous illustrations of ponies and horses.
This is Penelope & Kipper, Penelope.  Penelope is out for a "trot" on Kipper...Let's hope for her sake and Kipper's back she learns how to post soon! :)
Penelope & Kipper hail from England and were created primarily as part of Thelwell's "Angels" on Horseback series in the later 50's thru the 70's.
I love this series as Kipper is so atypical of any pony I had or knew of as a child :)
